If you are talking your own measurement it is advisable that you get someone to help you. Make sure you and the person your taking measurements are standing straight and relaxed. Chest up, chin up, like your are being pulled by a thread.
First we are going to start with our horizontal measurements.

Neck Circumference: Neck Circumference is measured around your neck. To find the base of the neck, have the person tilt his or her head forward. You'll see a knobby bone in back, round the measure tape at this point to make full circle. For the measurement of neck we should measure from center of the button hole to the end of the button of the collar.
Shoulder length: Measured from your neckline along your shoulder slope. From side neck point (where the neck meets shoulder) to shoulder point (the upper arm bone).
Front and back width: measured in between your imaginary armhole seams above your chest line.
Half Across Back: Measure from centre back (15cm down from nape) to the position of the sleeve seam at the back scye (armhole).
Chest circumference: Measured around the widestpart of your chest, making sure that the arms are down and the tape measure is parallel to the floor.
Waist circumference: waistline is positioned slightly lower in men than women. It is measured slightly above hipbone or around the narrowest part of your dummy. Once you find it, tie a string around your waist and leave it there as a reference. This allows vertical measurements to be taken more accurately. For the measurement of waist we should measure 1 inch below from navel.

Hip/Seat circumference: Measured around the widest part of your pelvis.
Sleeve Length: it is measured from top of your shoulder down your arm past the wrist. Make sure your arm is hanging loose and relaxed.
Armscye Depth: measured form the point where neckline meets the shoulder line down to your chest line.
Natural waist length/Nape to your waist: Measured form the nape of your neck down to your waist line.
Waist to hip: measured form waist line down to hipline.
Waist to Floor (Outseam): measured from your waist straight down to floor. This measurement is also referred as outseam and is a very important measurement for basic trouser block construction.
Crotch to floor (Inseam): Another important measurement for trouser is your crotch to floor for your inseam.
Body Rise: Difference between inseam and outseam is called body rise. Sit on a hard chair and have someone else take the measurement at the side from your waist to the chair.
Body Rise= Outseam –Inseam.
Total Crotch: From front waist point, go under to back waist point.
It is very important to point out that all your taken measurements are going to need some adjustments before you approach to pattern drafting.
Measurement adjustment is done according to the garment degree and fabric properties.
